The state General Assembly returned to Richmond July 20 for a hastily called session to make minor changes in the House of Delegates redistricting plan.
No,changes were made in any districts in Northern Virginia. The U.S. Justice Department rejected the House plan July 16, citing one specific district in Richmond where minority voting strength was weakened, according to the Justice Department. The new plan adds a black-majority district. ‘
Gov. L. Douglas Wilder signed the amended bill July 22, saying the limited changes were “appropriate.” The plan now goes back to the Justice Department for review of the changes.
Justice Department spokesperson Amy Kasner was unsure how long it would take the department to approve or reject the amended plan.
