MEETINGS OF THE REPUBLICAN PARTY OF VIRGINIA
I, Walter Longyear, Chairman of the Rappahannock County Republican Committee and in accordance with the provisions of the Virginia Republican Party Plan, hereby call for three Mass Meetings of the Republican voteis of
Rappahannock County to be Washington, VA on Tuesday, Aug. 27, 1991, at
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting, either orally or in writing as may be required, their intent to support all of the Republican Party of Virginia in its Mass Meetings, Party Canvasses, Conventions or Primaries encompassing their respective Election Districts.
The punxKe of the Mass Meeting is to elect delegates to nominate Republican candidates for the office of State Senator from the 25th and 26th State Senatorial Districts and House of Delegates from the 31st House District for the election being held November 5, 1991. A majority vote of all voters participating in the Mass Meeting shall be required for a person to be elected delegate to the nominating convention. Said conventions will take place as follows; 25th State Senatorial District, Sept. 3, 1991, 7:30 P.M., Mt. Vemon Conference Center, 1613 Emmet Street, Charlottesville, VA: 26th State Senatorial District, Sept. 3,1991 8:00 P.M. Wanenton Junior High School, Waterloo Street, Warrenton, VA.
Registration for the Mass Meeting. Registration at the Mass Meeting site shall take place on the day of the Mass Meeting starting at 7:00 P.M. ana shall close no later than 730 P.M. All persons who are in line at 7:30 P.M. to be registered for the Mass Meeting, but who are not yet registered shall be allowed to complete their registration. NO ONE WILL BE ALLOWED TO JOIN A REGISTRATION LINE AFTER 7:30 P.M. All persons wishing to participate in the mass meeting may be asked to produce a valid form of identification in order to properly identify themselves as a registered voter in Rappahannock County.
Filing for Convention Delegates. All persons who desire to be elected delegate for any of these conventions are required to pre-file in writing their intention for candidacy with the County Chairman, waiter Longyear, Fairlea Farm, Mt. Salem Avenue, P.O. Boxl24, Washington, VA 22747 no later than 6:00 P.M. on August 19,1991. Only those who so pre-file may stand for nomination at this Mass Meeting. The nominating convention registration fees for delegates and alternates are as follows: 31st House District $5; 25th State Senatorial District: $10; 26th State Senatorial District none.
Such filing must be signed by the delegate candidate. NO DELEGATE CANDIDATE FILING RECEIVED AFTER THE FILING DEADLINE SHALL BE ACCEPTED. POSTMARK DOES NOT GOVERN.
The registration fee shall be paid by check or money order made payable to Rappahannock County Republican Party at the time of the mass meeting. Applications for delegate to the respective conventions shall be valid for all family members if so stated. Applications do not need to be accompanied by the required registration fee but they are due at the mass meeting. One check for all family members filing for delegate'is acceptable, the registration fee will be returned to anyone not chosen as a delegate to the conventions.
Composition of Conventions. The 25th and 26th Senatorial and 31st House of Delegates Conventions shall be composed of delegates of the respective units. The basis for prescribing delegate voting strength for each unit for the respective conventions shall be one vote for every 500 1988 Bush-Quayle votes plus 1969 Coleman votes cast or major fraction thereof. A delegation to the conventions may not have more than five (5) delegates per delegate vote, or no delegate may have less than 020 vote. The full vote rule will apply at each of the conventions.
The Mass Meetings will also consider and act upon any other business than may properly come before the Mass Meeting.
