Mr. Gray becomes the eighth incumbent of the 40-member Senate who won’t be returning when the gavel sounds again next January — and that number could swell to 10 or more as a result of this fall’s election in new senatorial districts.
The turnover will be the largest in the Senate in modern history and one that will deliver to suburban areas of Northern Virginia, Tidewater and Richmond the kind of extra clout that will unmistakably put in their hands the balance of power in the legislature.
The number of seats held by blacks will inevitably sharply increase as a result of reapportionment, rising from the present seven to 12 in the House of Delegates and, perhaps, doubling the present three seats held by blacks in the Senate. That will give blacks the numbers to provide a winning edge in many legislative battles and to use their collective strength to cut the kind of deals they want.
