crime in Virginia has remained stable for the last 16 years. During those years the General Assembly has been approving bills that require “more and more longer years of incarceration.” Sen. Michie said these laws “take away the flexibility of the court system, putting people in prison for longer than is useful and driving up the cost for taxpayers.” He said the money would be “more wisely used for training and education.”
“If you talk to sophisticated law people, they will tell you that longer sentences are not the answer to the drug problem, but it’s a political answer,” Sen. Michie said.
Mr. Robb said he will release a “revolutionary plan” to deal with the drug and crime problem later this month. He said his experience in the FBI has made him “one of the experts in the state on these problems.”
On the drug problem Sen. Michie said, “If I could solve the drug problem, I’d run for governor. I don’t know if my oppponent has a solution or not, but I’m not going to the voters and say I can solve the drug problem.”
On abortion Sen. Michie is “Prochoice.” He said, “I favor leaving the law the way it is.”
Mr. Robb said, “I am not Pro-life or Pro-choice; I am pro-responsibility.” Mr. Robb added, “Abortion shouldn’t be used as a method of birth control because people are not responsible, but I would not agree to a law to outlaw abortion.”
Mr. Robb said he would favor a law to require that a parent be notified when a woman under 18 is having an abortion. He said he would allow the court to appoint someone else to substitute for the parent, but
