Sen. Michie said he favors a “bottle bill” to require deposits cnr bottles and cans. “It works in a lot of states,” he said. He said he believes a bottle bill would “save the taxpayers’ money” by increasing the life of landfills. He noted that Mr. Robb had received campaign contributions from beer and soft drink distributors.
Mr. Robb said he is opposed to “bottle bills.” He said that such a bill would be “too cumbersome” for businesses and reusing bottles “is not hygienically sound.” Instead, he said he favors recycling, and said localities should be able to “use minimum security prisoners” to sort through trash and recover recyclables.
Both candidates favor allowing transferable development rights and greater freedom for localities generally in land use decisions. Both candidates oppose asking localities to pick up a higher percentage of the costs of constitutional officers.
Sen. Michie favors giving counties the same authority to enact taxes that cities have. Mr. Robb said he opposes that because “cities have different problems.”
Mr. Robb’s campaign manager said he did not know of any endorsements his candidate has received but he expected the endorsement of the Fraternal Order of Police.
Sen. Michie has been endorsed by the political action committees of the Virginia Education Association and the Charlottesville and Albemarle education associations and the local chapter of the Sierra Club.
