Baldwin’s Store could be lowered again. She said four years ago the speed limit was lowered from 55 to 45 miles per hour. She said cars are still going 55 and that because Baldwin’s is the only general store in the area, it has a lot of pedestrian traffic and children on bicycles.
Mr. Moore said it would be possible to do another traffic study, but he said speeders would probably not obey an even lower speed limit.
When the supervisors turned to an agreement to lease a former landfill site off Route 642 to the Rappahannock Athletic Association to develop for ballfields for youth sports, William Furr, who has a right-of-way through the property, asked if RAA would improve the road.
Mr. Furr said he was concerned that cars would block the road with parking for ballgames and that the increased traffic on the road would cause it to break down.
Members of RAA said the property would be developed in the future. They noted that they have to raise their funds through donations and fund raisers and said they could not commit to spending funds on the right-of-way. They noted that they have improved the roads to other ballfields, and said they would not use the right-of-way for parking.
The lease is for 40 years at a cost of $10 per year. The supervisors voted unanimously to enter into the lease with RAA, and Col. Bingham donated the first year’s $10.
