“In the future we might get voted out for raising taxes,” Mr. Massie said.
The cut on the Planning Commission budget was for contracting for a study of the Amissville area. “We can get started ourselves without hiring that consultant,” Mr. Massie said.
Having failed to get the budget cut enough to reduce the real estate tax rate, Mr. Massie suggested reducing the personal property tax rate by 20 cents. Other members noted that Rappahannock’s personal property tax rate is lower than surrounding counties. Mr. McCarthy said reducing the personal property tax rate by 20 cents would reduce revenues by $42,000, more than the cuts in the budget.
The budget as proposed would have generated about $370,000 less revenue than proposed expenditures. With the spending cuts that deficit will be smaller. Some of the expenses, most notably $270,000 for closing the current landfill cell, are for costs that will not recur in future years.
Following the discussion the board approved the appropriations, budget and tax rates unanimously.
