Three counties and five cities have smaller school sytems than Rappahannock. With 379 students Highland County is the state’s smallest school system. With 13 percent of the state’s over one million students Fairfax County has the largest school system in the state and greatly affects every measurement of school performance.
The state also provided a measurement of “students’ abilities on entering first grade” as measured by the Cognitive Abilities Test given to first graders in the fall. Forty percent of Rappahannock first graders scored in the lowest 25 percent on at least one of the three sections of the test in 1991. For the state 39 percent met that criterion. The figures for surrounding counties were 45 percent for Culpeper, 26 percent for Fauquier, 46 percent for Madison, 52 percent for Page and 35 percent for Warren.
None of Rappahannock’s students in 1991-92 spoke English as a second language. The figures are the same for Page, Madison, Culpeper, and Warren counties and one percent for Fauquier County. For the state as a whole two percent of the students spoke English as a second language.
