“Let’s see what Peter (Luke) thinks,” Piedmont District representative Charles K. “Pete” Estes suggested. “We’ve already declared one emergency. Can we keep declaring emergencies?”
Hampton District representative Mike Massie first suggested that the county close the dumpster sites at Huntly and Scrabble and require people to take their trash to the landfill until a centralized location is developed for another dumpster site and recycling center. Later he suggested the county open the bidding process “to get competition."
Mr. Luke said the county would have a better case for declaring an emergency if the dumpsters were left in place since Updike Industries owns them.
Later the supervisors agreed to seek bids for “competitive negotiation" rather than “competitive sealed bids.”
They approved a resolution saying that “competitive sealed bids” would not be feasible because different contractors might bid for different sendees and because there are less than 60 days before the current contract expires.
Mr. Estes asked how much a new cell at the landfill will cost, and Mr. McCarthy said he did not know. He said the current cell can be used for about 10 more months if the county applies for a variance from the requirement that the landfill have a doubleliner after October 9. He said the county should be able to get the variance because the current cell is lined and there is leachate collection.
Royer Engineering of Richmond, which is designing the next cell, has submitted a Part A sfppljcaticfh to the state and will submit results of seismic studies this week, Mr. McCarthy said. Once the state approves, the firm will be ready to submit a Part B application, he said. When that is approved the county can solicit bids for the new cell.
