Frank Andrews, Culpeper district manager for REC, said that the problems at the Rixeyville substation are a^ matter of the reliability of the line coming into the station not the load on the line, and thus reducing the number of customers by turning the 40 percent of the customers in Rappahannock over to Potomac Edison would not improve the reliability problem. REC would still need a more reliable source of power for the customers in Culpeper County.
He said that the Rixeyville substation receives its power from VEPCO. The VEPCO line coming into the substation is used by VEPCO for distribution to its customers as well as transmission to the substation. Because it passes through a built-up area, there are problems with trees and buildings encroaching on the right-of-way.
Mr. Andrews said he was not aware of any offer from Potomac Edison to serve REC’s customers in Rappahannock.
