Mike Massie noted that 60 percent of the patrons of the Rixeyville substation are in Culpeper and 40 percent in Rappahannock. He said the ratio would only get larger for Culpeper. “The load is generated in Culpeper, but it is going through Rappahannock,” he said. He asked if Rappahannock’s rural nature was the reason getting power from Sperryville is cheaper.

“What would be your response if this board says this solution is not acceptable to Rappahannock?” Mr. Massie asked.

Mr. Andrews and REC engineer Nevins Wilburn said they did not know.
