Mr. Noia’s letter said that the REC had approached Potomac Edison last year about purchasing electricity from the Sperryville substation, and at that time Potomac Edison “offered to provide service to the portion of Rappahannock County served by the Cooperative through the Rixley substation. Our supplying those customers may increase the reliability of their electric service and would lighten the load on the Rixley substation. The Cooperative did not respond to our offer and continued to request the connection at Sperryville.”
Mr. Noia wrote that early this year Potomac Edison agreed to provide REC with the connection at Sperryville. His letter noted that even if Potomac Edison served, the Rappahannock customers on the substation at Rixeyville, that would still leave more than 1,500 customers in Culpeper County on REC in need of more reliable service.
The letter further noted that supplying electricity for transmission to Rixeyville would mean that Potomac Edison would need a second transmission line to the Sperryville substation “by the year 2000. Without serving the Rixley substation demand, the line couid be de
