The first duty of government is to promote domestic tranquility, protect citizens from bodily harm and provide a safe society in which to live. The Constitution of Virginia provides that government is instituted for the common benefit, protection and safety of the people. • Mary Sue Terry, as iAttorney General, so neglected this’duty that crime in Virginia has increased to the extent many citizens have become virtual prisoners in their own homes and are afraid to walk the streets in their own neighborhoods.
On the other hand.'George Allen,
as a member of4&|General Assembly, was active in supporting legislation to control crime and sponsored bill after bill for this purpose. He has the desire, energy, intelligence, and will to take necessary action to deal with criminals.
George Allen proposes to abolish parole for vicious criminals; allow juries to be advised of criminal histories prior to sentencing; expand alternate forms of incarceration for non-violent offenders; and provide work for inmates to help pay for the cost of theij- imprisonment. Mary Sue Terry’<®lo nothing” attitude should be o^-ave concern to every voter.
Past experience is of utmost improtanct is choosing between George Allen and Mary Sue Terry. Quoting Patrick Henry: “I have but one light to guide my feet, and that is the lamp of experience. I know of no way to judge the future except by the past.”
The reason Mary Sue Terry has neglected the issue of crime: Knowing that she would be the next Democratic candidate for Governor, she has, while serving as Attorney General, spent her time courting the rich and powerful in building up a treasure chest of several million dollars to use as a key to the Governor’s mansion. However, there are too many hardworking, honest citizens to allow this to happen.
George Allen will work to make the Commonwealth ufL Virginia a safer place in which to Me. -

Your August 18 editorial about Tier III—with which I am in complete agreement-quotes me somewhat out of context.
The “Tier IIP’ water quality designation proposed for the upper Rappahannock brings a new concept to our County-and new concepts are rarely “pieces of cake” when it come to selling them. But certainly Tier III designation (no new sewage discharges allowed) for the upper Rappahannock-today only a droughty trickle where it flows past our place
