way through the middle of the small city, out past Disney World and on to Tampa. To do this they had to build it across one of the loveliest lakes in the city. The downtown died anyway because numerous huge shopping malls sprang up closer to Disney. Of course city centers were declining everywhere, but Orlando officials believed that Disney World would bring enough new business into Orlando to save the downtown area. The city is rebuilding itself today.
Meantime the traffic on the interstate has become worse than the Washington, D.C. beltway. It comes to a standstill every morning and afternoon. The Orlando airport, which was comparatively small and quiet, has been rebuilt several times and is now as busy as Dulles or National Airport.
All this happened in an region that did not have the population or the traffic of Northern Virginia. What will happen here where the airports, roads and towns to the east and north of the proposed Disney site are already crowded? Zoning will not protect the region because zoning is voted in and can be voted
