Mrs. Smith and Mr. McCarthy said that the conference room in the extension office is used by several other county agencies. Mr. McCarthy said the county could not start now to lease space without handicapped access, but that such a space is allowed if the county is extending a lease. Mrs. Smith said some people use the doorbell downstairs and the agents can come down and serve the public.
Commissioner of Revenue Beverly Atkins reported that many people failed to file personal property taxes. In former years filing personal property was required by the same date as purchasing county stickers for automobiles. This year county stickers were due by April 15, but property taxes didn’t have to be filed until the end of the month.
She said she would need additional postage to pay for sending out notices that the personal property taxes must be filed and that there is a 10 percent fine for filing late.
Before this year Treasurer Frances Foster would not issue county stickers unless registration forms were stamped indicating that personal property forms had been filed. Sheriff John Henry Woodward said it was illegal to link the two, but that did not mean that people didn’t have to file personal property.
Ms. Atkins said some people simply forgot, but some thought they could get away with not filing.
Jackson District representative Ellis Bingham asked Ms. Atkins is she had information on the amount of land value that is exempt under the land use taxation program. He said he wanted a note in the budget to show the amount.
Sonewalll-Hawthom District representative Robert Anderson said he didn’t approve including such an item in the budget since it is not a budget item.
Mr. Massie said, “As hard as we look at expenses, it’s only fair to address not just expenses but how we raise the money.” He said that while the Planning Commission is reviewing the Comprehensive Plan, it is a good time to look at the land^use program.
