a waste problem, or if the chemical leaked from a tank into the groundwater, in which case it would be a water problem. Once that is determined, the contamination would be treated as such, and would be dealt with differently within different departments of DEQ. “We have waste experts and water experts,” he said.
DEQ hydrogeologist Billy von Till has also been working on the case. He has been working with the consultants, and said he expects to have the results of their testing in about a month. At that time, said Mr. Faha, his office will decide what kind of corrective action should be taken. j
A water sample taken at the Flint Hill Pentecostal Church, 1,000 feet down the road from the Aileen plant, also showed the presence of higher than acceptable levels of TCE. Aileen is also providing the church with bottled water, as there is the possibility that the contamination came from their plant.
Mr. von Till also said that his office is sampling about 10 of the residential wells in the area near the plant to see if any of those are contaminated.
Aileen plans on selling the plant, land and house on the adjoining lot once the plant closes on October 12. No one contacted for this article could say just who would be responsible financially for the clean-up of the contamination, especially since Aileen has been in a Chapter 11 bankruptcy situation since last January.
The Aileen plant is in the process of having their sewage plant discharge permit re- f newed for another five years.
According to Jennie Dollard of DEQ, the permit is due to be renewed September 30. As a condition for the renewal, new 1992 standards for ammonia and nitrogen in the discharge must be met in four years.
Ms. Dollard said she could not estimate the cost of meeting the new standards of two milligrams of ammonia per liter of water because there is no data on the amount of ammonia currently in the discharge. “It could be simple, or it could involve major construction,” she said.

When the plant is sold, DEQ would transfer the permit to the new owner. -DEQ would have to be notified within 30 days of the sale, Ms. Dollard said.
