PUBLIC HEARING: PROPOSED AMENDMENT TO THE HEALTH CHAPTER OF THE RAPPAHANNOCK COUNTY CODE RELATING TO THE LAND APPLICATION OF SEWAGE SLUDGE
On Monday, September 12, 1994, at 7:00 PM at the Rappahannock \ County High School Auditorium, the Rappahannock County Board of Supervisors shall hold a public hearing, to consider adding a new chapter ti the Rappahannock County'Code titled "Health," numbered appropriately, to read as follows: ' The use of sludge for land application is prohibited in alt Zoning Districts in Rappahannock County. This prohibited use shall include both surface and sub-surface application. The term "sludge” is defined to be any solid, semi-solid, or liquid waste « generated from a public, municipal, commercial, private or industrial wastewater treatment plant, water supply treatment plant, any pollution control facility, or any other waste-producing facility, and includes treated sewage, stabilized sewage sludges and stabilized septage. This provision shall not apply to the otherwise lawful: i) incineration of sludge; or ii) disposal of sludge in an approved sanitary landfill.
All interested persons arc invited to attend and to make comment. Depending upon the number of attendees, speakers may be ^sked to sign up for an opportunity to speak, and the Chairman of the Board of Supervisors may limit speakers to 3-5 minutes speaking time. Invited expert opinion shall be exempt from this limit.
