RICHMOND — It’s hard to disagree with a man who’s smiling all the time, and Delegate Jay Katzen, R-' Warrenton, has every reason to smile.
Not only did he announce his candidacy for lieutenant governor while the General Assembly was in session, but he also improved his legislative record this year.
Last year, Del. Katzen introduced 17 bills in the General Assembly, and the governor signed seven of them.
This year, he saw six of his 28 bills killed in committee, while seven were continued until 1997. Del. Katzen withdrew four of the bills or they were merged with other legislation. He also introduced a budget amendment to fund major construction at the Warrenton campus of Lord Fairfax Community College. The governor has approved 57.1 million for that project. The other 11 bills were signed into law.
“I’m very pleased with the legislative results we’ve » gotten this session,” Del. Katzen said, pointing out that he’s proudest to have sponsored the bill called “Fresh Start.”
This bill provides protection to investors who redevelop land deemed acceptable by the Environmental Protection Agency, such as the former Avtex site in Front Royal.
The measure stipulates that landowners be immune to all actions involving the state’s air, water and waste laws and from citizen suits when their properties are found contaminated because of a previous landowner’s use. If a problem arises from previous use, the current
