eliminated windshield stickers from the car safety inspection process. Another was a resolution to initiate a study of the Composite Index that uses a locality’s fair market land value to determine the amount of state funding it receives for public education.
Del. Katzen’s resolution would have formed a joint subcommittee to study the index and recommend how the legislature should deal with the funding problem for public schools created by the high value of land in the Northern Piedmont.
Besides his bills, Del. Katzen said he is satisfied with the outcome of some other the major issues in this year’s assembly.
“I’m pleased with parental notification (receiving much attention and almost passing),” he said. “I am very pleased with the juvenile justice bill.”
Reflecting on his first weeks of this session, Del. Katzen said he would approach it the same way.
“I don’t think I would have done anything different,” he said. “I’m just going to keep working for the people in my community and the people of Virginia.
“It’s been a good year for us.”
