“This enables investors to go into areas and invest in the land and redevelop the land,” Del. Katzen said. “The bill gives a fresh start to the land and the developers.”

In addition, Del. Katzen introduced a; bill to open Vint Hill for development. He proposed the bill to expand industrial development, job creation and housing development as well as educational and recreational land use.

“Land is the crown jewel of our economy,” Del. Katzen said. “This bill helps us to develop that.”

Nonetheless, his proposal to eliminate the one-gun-a-month law by July 1999 went up in smoke. It didn’t live long enough to stir any commotion before dying in a 13-9 committee vote.
