a higher court the prosecution cannot appeal that decision to a still higher court. If the amendment passes the state could appeal when a conviction is overturned, but not when the defendant is found not guilty in the original trial.

This is another of a series of amendments necessitated by changes in federal law. Unless the Virginia Constitution is amended to allow changes, it may be necessary for Virginia’s voter registrar to keep two separate lists: one of those eligible to vote in federal elections and another of those eligible to vote in state and local elections.
Virginia requires more information from those registering to vote and federal law requires. Also currently Virginia requires, those who move to transfer their registration within one year. Federal law gives voters more time to change their registration and allows them to vote in their old precinct for two federal elections, which could mean up to four vears
