The fifth proposed amendment reads: “Shall the Constitution of Virginia be amended to remove the language which prohibits the General Assembly from passing a law permitting incorporation of any church or religious organization?"

The current constitution contains a somewhat confusing prohibition on incorporation of churches. Incorporation would help churches maintain an identity separate from their current membership. That might assist churches to maintain that identity when their membership changes.

Voter Registrar Nancy Leake has copies of a pamphlet put out by the State Board of Elections giving further explanation of these five proposed amendments.
