The Literacy Passport Test (LPT) is a test which was developed by the Commonwealth of Virginia to act as a barrier test to regulate admission into the ninth grade, and ultimately as a graduation barrier. The test has three sections which are scored separately: writing, reading and mathematics. The LPT is administered once at the sixthgrade level, and then two or three times a year in grades 7-12.
Since the LPT is a barrier for regular ninth grade entrance, a measure of effectiveness of this school program is how many students have been denied regular enrollment into the ninth grade. Since the LPT results first affected rising ninth graders in 1992, only qine students out of 403 ninth graders have been denied regular ninth-grade status and placed on ungraded high school status. Ninetyeight percent of students have passed before the ninth grade. Ultimately, if a student does not pass the LPT by the time of graduation, the student cannot graduate. Rappahannock has never had a student denied graduation because of LPT failure. One hundred percent of the regular students have passed the LPT for graduation.
Over time, comparative results of the passage rate for all three sections of the first administration of the LPT in the sixth grade have become paramount for school comparisons, even though the original test objective of
