Member Charles K. "Pete" Estes said sharing the costs of the operators is helping everybody. He said the authority has "never gotten over the disaster we had" when the WSA was fined and required to hire a full-time operator. "We've been trying to lay the costs everywhere to keep your rates down."
He said authority can be fined whenever there is a violation.
Ruth Kiger noted that rain water inflow is the main cause of problems at the plant. "We are the ones having to pick up the tab for a problem that has been there all this time,” she said.
Member Daniel Keyser said he had checked rates in surrounding areas that ranged from $15.71 in Front Royal to $22.30 in Warrenton. He said in the state as a whole rates range from a high of $40 to a low of $8.
