He was married to Pauline Noakes Starks of Bowie, Md.
Survivors include a brother, James Edward Starks of Sperryville; a sister, Annie Starks Timbers of Woodville; a daughter, Sandred S. Sowler of Beltsville, Md.; two stepdaughters, Jeraldine Williams Frye of Culpeper and Cordelia Williams Roy of Mitchellville, Md. and a sister-in-law, Ruth Freeman of Washington.
In addition to his parents, he was also predeceased by grandparents; two brothers and two sisters.
He was cared for in his later years by his niece, Mary Frances Dunn of Culpeper.
Pallbearers were Lindsay W.G. Eastham, Fletcher King Eastham, Juan Flores, Thomas Starks Jr., Otha Gatewood and Walter Freeman.
