The Revolutionary War was fought and won and the area began to develop. Bounty land was given to the soldiers who had served. Some of this land is in present day Shenandoah National Park. Hessian soldiers also received land. One room in Montpelier is reported to have painting on the ceiling done by Hessian soldiers.
The town of Woodville began with a petition signed by 31 men among them William and John Thornton. According to early deed records we know that an act was passed by the Legislature of Virginia and trustees were named to lay off the town and sell lots on Nov. 25, 1799.
