With regard to obfuscation and delaying tactics, the A1 Gore five page instruction on how to disqualify the largely U.S. military overseas absentee ballots was obscene; the lengthy court battles by A1 Gore surrogates to throw out 25,000 domestic absentee ballots was almost as disgusting.
Surprisingly, or maybe not, these actions were overlooked by Mr. Bird, as were the many electoral boards where absentee ballots are not counted if their total would not affect the election outcome, (but maybe would affect the total popular vote).
