problems, in Florida and elsewhere. Hopefully we have seen the last of the punch card ballots, and the country will progress to some sort of ballot and voting system uniformity. Voter apathy however will probably remain the biggest problem as it causes or contributes to voters ignoring instructions, failing to request help, and even selling their votes as in Milwaukee’s cigarettes for votes scandal.
While not a complete cure for voter apathy, requiring new or relocated voters, or those who have not voted for perhaps four elections, to register or re-register well prior to the election (as in Virginia), coupled with frequent review and purging of vot^r records, encourages folks to pay some attention, helps minimize fraud, and could lead to better informed voters.
