Virginia’s Education Accountability and Quality Enhancement Act of 1999 requires that school divisions develop "defined criteria for a performance evaluation process” for teachers, principals, assistant principals, supervisors, and division superintendents. According to the guidelines developed by the Virginia Department of Education and adopted by the Virginia School Board in January of 2000, uniform performance standards and evaluation criteria for school personnel is a natural follow-up to state education reform efforts that included: the revision of the Standards of Learning; the implementation of SOL tests to assess the performance of students, schools, and school divisions; the revisions of standards of accreditation; and the development of a school report card.
