At the April meeting of the School Board, Assistant Superintendent Jack Raines reported on progress in development of these performance standards and evaluation criteria. He noted that he and Superintendent Dr. David Gangel have attended a number of meetings hosted by the Department of Education on the issue, and that prototype evaluation instruments are expected from the Department of Education by June of this year. These prototypes would be used by Rappahannock County Public Schools (RCPS) as a model to develop evaluation tools for annual personnel performance and, if the June date is met by the Department of Education, then RCPS would have to develop and implement the evaluations in the 2001-2002 school year.
State guidelines call for evaluations in five areas: planning and assessment; instruction; safety and learning environment; communications and community relations; and professionalism, and there are twenty specific evaluation criteria included for each of the three staff groups (i.e. teachers, administrators, and superintendent). Associated sample performance indicators are comprehensive and complex, and create an evaluation matrix that would appear to be difficult to develop, administer, and assess. — _
