Supervisors expressed their desire that the RCES lagoon repair project be split into two phases: the first consisting of the dewatering and inspection of the liner, and determination of the cause of the lagoon problem; and the second being the actual repair. He said that the Supervisors felt that if the lagoon project were split and the problem turned out to be a broken pipe or liner tear, then significant savings in the project could be realized in this manner. Dr. Gangel noted that he had some reservations about this course of action because of the possibility that the problem is caused by under liner springs, and that that problem may not be discovered for some time, resulting in the possibility of additional repairs later. He said that the Board of Supervisors asked that County Administrator John McCarthy participate in the project, and Dr. Gangel welcomed Mr. McCarthy "to the lagoon club.”
