they “fill a gap or make improvements.” He had questions and comments on certain sections of the ordinance or its proposed amendments, among which was the suggestion that the ordinance require an applicant to “fly an orange balloon at the height and site (of each proposed tower)” so that residents can see and determine the impact of the tower on their property.
Jim Gannon of the Rappahannock League for Environmental Protection agreed with the position taken by Judge Ginsburg, and he said that he also supported the “balloon test” and asked that the ordinance “make that part of the standard procedure so that residents can judge for themselves.”
Bob Dennis, said that his personal observation was that the amendments moved the ordinance in the right direction, but he questioned whether the fees were adequate to enable the County “do what they want to do.” He also spoke of the negative impact that a tower would have on
