Eve Willis said that she “had nothing but nice things to say about Mary Ann Kuhn” and that the Middleton Inn was perfect as a B & B. She added, however, that Ms. Kuhn’s proposal was “the most potentially damaging application to come before the Town Council in the forty years I’ve lived here.” She earlier said that “We just want a good quality of life here.”
Mayor Willis was the last in the audience to speak, and he recalled that he was on the Town Council when Ms. Kuhn’s B & B application was heard. “I voted to approve the B &B,” he said, and he noted that it was in the Zoning Ordinance and okayed for the Rural Residential zone, but he indicated that proposed Bed and Breakfast Inn was not appropriate for Rural Residential.

Raynor Snead was the first to speak in favor of the proposed change. He said that he supported it and, having been a neighbor Ms. Kuhn since she opened the Inn, could “see why the competition would not want her to have it (the Bed and Breakfast Inn category).” He also referred to the Rappahannock News article on the Avon Hall purchase by the Town, and said that the Zoning Ordinance change would help fund such large debts.
Wendy Weinberg said that she thought that there was a demand for the additional services proposed by Ms. Kuhn and that a Bed and Breakfast Inn “would be a tremendous asset to the Town and County.”
Ray Gooch said that he thought that the critical zoning decision had been made in 1994 when Ms. Kuhn received approval to turn a private residence into a B & B. He said that she has made a substantial investment in the Middleton Inn, and that she should be permitted “a return and benefits” on that
