Sen.' McCarthy remembered with special amusement the idea put forward by President Jimmy Carter to “strengthen family ties” by providing a “rebate” on stamps. A letter to a close family member (like a father or mother or child) would be worth say a 37-cent rebate and a letter to other family members maybe only 25 cents.
This “schedule” of rebates would have been applied at the post office with each letter mailed.
