The Washington Town Council voted 4-2 to elect Jean Goodine, chairman of the Town Planning Commission, to the council seat vacated by Gene Leggett when he was selected mayor— despite heavily weighted comment in favor of resident Brandon Fowler.
Eleven people spoke from the floor.Only one of them expressed a preference for candidate Goodine.
