William F. Moffett, III, better known as Frank, is the first boy from Rappahannock County to become an Eagle Scout. He passed his examination on Tuesday, August 27, 1963 before a special Board of Review in Winchester. Frank is a son of Mr. and Mrs. W. Moffett, Jr. of Washington, Va. He will receive his Eagle Badge at a Court of Honor to be held later this month. Twenty-one merit badges are required for Eagle Scout rank, of which fifteen are a select group. Frank now has a total of twenty-six.
