The Committee's recommendations are transmitted to the Governor of the State requesting that the need for assistance be certified by the Governor to the Secretary of J Agriculture.' At the sametimq the committed Sencfd'ltfc request directly to the Secretary.

Upon approval of a request for assistance by the Secretary, the program is activated and operated by the ASCS State and county organizations.

The USDA Disaster Committee for Virginia is composed of James E. Warren, Chairman of the Agricultural Stabilization and Conservation Committee — who aldoactsas Chairman of the State USDA Disaster Committee; W. H. Daughtrey* Director of the State Agricultural Extension Service; and L. Stanford Finney, State Director of the Farmers Home Administration. Powers is the Committee’s Executive Secretary.
