State Committee for 988,800 bushels of corn (463 rail carlots), according to a report released by W. T. Powers, ASCS State Executive Director, who heads the machinery of this vast grain movement. Farmers now are ordering this reduced price government grain at a dally rate of 35,000 to 40,000 bushels but Powers expected that the rate will likely be stepped up as additional counties are approved by the USDA Disaster Committee and the Secretary of Agriculture for disaster assistance.
Of the 74 counties already designated as disaster areas, 69 are approved to receive livestock feed assistance through the purchase of CCCowned stocks at sharply reduced prices. All 74 disaster counties may receive relief in their feed distress by grazing and haying land which had been diverted from production under the wheat stabilization or feed grain programs or designated as in the soil bank conservation reserve, the ASCS official explained. Under conditions of drought, flood and similar disaster, the Secretary of • Agriculture is empowered to make Commodity Credit Corporation feed grains available to eligible farmers in affected areas. CCC feed is sold at not less than 75 per cent of the price support to assist in preserving foundation herds of cattle, including producing dairy cattle, sheep, and goats. Approval of individual farmers to purchase CCC-owned grain is vested in the county ASC committee.Producers must show need for the grain when they apply at the county office and must be unable to obtain it through normal channels without undue hardship.
