to ship hay at a 50 per cent reduction to Virginia’s disaster counties. These lines are Chesapeake and Ohio; Norfolk and Western; Richmond, Fredericksburg and Potomac; Southern; Atlantic Coast Line; and Seaboard Air Line. In addition, the Baltimore and Ohio, Pennsylvania and New York Central Railroads have agreed to ship hay to Virginia’s drought areas at a rate of 25 per cent below normal. Powers said that the Governor, the Virginia delegation in the United States House and Senate, the ASC State Committee and other Interested groups are still negotiating for freight rate concessions from' mid-West railroads which are carriers for a large part of the available hay this year.
