RAPPAHANNOCK’S School Board decided Tuesday night to expand the summer pre-school program in hopes of convincing the State Board of Education that it accomplishes the same goals as a school year kindergarten program.
“Standards of quality” approved by the State Board of Education several years ago require that all Virginia school systems have a kindergarten program by September of 1976. Rappahannock’s School Board members andSupervisors have fought that requirement.
In Rappahannock’s small rural school system, the schools are filled to capacity and there’s not much fat that can be trimmed from the budget. A kindergarten program would require at least two new classrooms, additional teachers and more school buses. But the state sends no additional money to help with the costs of the new state mandated program.
