NORTON said Rappahannock may or may not lose accredation if they refuse to start a kindergarten. “They will count it against us as a deficiency within our system, but as far as how seriously they will consider that deficiency, I don’t know,” he said.
Montague read from the state Board of Education’s guide which lists the objectives of a kindergarten program. “I think we accomplish this, or most of these, in our summer pre-school program. The State Board of Education says kindergartens must be established so that children can “grow emotionally, socially, physically, esthetically, intellectually, and in the ability to communicate” with others.
Superintendent Norton is anxious for the School Board members to make a decision, since whatever is decided will have implications
for the budget, Montague said.
A. Y. STOKES asked if a census could be taken to find out what parents wanted, a kindergarten or a pre-school summer program and the number of children involved. That’s not so simple, Norton said. The pre-school program would be for students who will enter first grade in 1976.
