If they fail to measure up to state requirements, they could be required to spend $730 per student, Montague said. If they meet all state standards, they can spend any amount within a range established by the state. The minimum figure of that range is $680 per student.
County School superintendent 0. A. Norton said that parents could “opt in” to kindergarten programs at first, but now they have to “opt out.” It means the same thing, Norton said. Parents don’t have to send their children to kindergarten unless they want to. But under the “opt out” arrangement, an administrative burden is placed upon the School Board to provide “documentary evidence”
