H. B. Wood had reservations about the grant request at the start of the meeting and they grew as the meeting wore on. He and Dick Latham were worried about the maintenance costs, which Biddle and Long assured them would be paid by users of the system. When the two Supervisors asked for an estimate of how much the users costs would be, Biddle and Long said that would depend on the kind of system that was built; at this point, that has not been determined. And the construction costs as well as the user costs can’t be estimated until that’s known.
