tendance for finishing high school. Those students who have taken courses to equip themselves to enter the labor force following graduation will receive a “world of work” diploma, and college bound students who have taken preparatory courses will get a “college” diploma, Bloomer predicted.
Bloomer also noted that courses taken by students during their high school career will probably be printed on the back of any type of diploma awarded.
“I anticipate a commercially prepared test,” at least for the first few years, he added. Separate tests will not be prepared by individual school systems, Bloomer said, since the General Assembly mandated a test prescribed by the state Board of Education.
Instead of measuring student performance on competency tests against a state or national norm, Bloorqer said he expected “criterion reference” to be used. Students would be expected to master skills in functional literacy and match computation and would either meet or not meet minimum standards.
Sharon Kilpatrick asked how the primary program would be handled with only one Title I class next year instead of two. Currently, first graders who do not progress to normal second grade level after a year in Title I class are held over for a second year in a more advanced first grade title I class. Mrs. Kilpatrick asked if kindergarten students would be retained to allow them more time to catch up to normal grade level. Bloomer replied that the administration was currently working on primary programs for the coming year and hadn’t as yet decided what approach to adopt.
