The Rappahannock School Board met in special executive session last Thursday. December 28. at the high school to discuss "legal matters." According to Superintendent William Bloomer, the Board members voted to accept the recommendation "with modification” of the state hearing officer on placement of an elementary student in a special education program at Piedmont Regional School.
Parents of the student had sought to have the child placed in a residential school at the county’s expense under provisions of state and federal law that require a ‘‘free and appropriate education” for all handicapped children from birth to age 21. Prior to Thursday’s session, the School Board received a written opinion on the issue from its legal advisor. attorney Larry Kaylor from the Harrisonburg firm of Horton, Aldhizer and Weaver, recognized experts in school board law .
