Thus the prevailing mood of the Democratic majority is one of extreme caution. Indeed, it would be impossible to overstate that caution. The word is to circle the wagons and not give the opposition any stationary targets. In similar situations in other states, as well as in the federal government, the stock solution for such a dilemma would be for the Democrats to rain down state-provided goodies on their constituencies, while making sure that the members of those constituencies were well aware of the source of their bounty.

Indeed, without hiking taxes there is not enough H|oney for desirable services and capital outlay, a factor which will further complicate the lawmakers’ lives. With some heated campaigns coming up, politicians from both parties are shying away from tax increases like Dracula from the cross. The pall of Proposition 13 lies heavy upon the land in this election year.
There will, however, be no shortage of bills in the hopper. The lawmakers will probably have to deal with well over 1,000 of them. As
