As Dr. R. S. LeGarde, district Health*Department director, stated his case to the Rappahannock Supervisors at December’s Board meeting, it didn’t sound reasonable. Dr. LeGarde tojld the Board that, legally, he had “no cftmt” to force improvements to a dangerously polluted water system in Rappahannock Lakes subdivision.
No clout to make users disconnect a spring that was contaminating drinking water supplies with fecal coliform bacteria? No clout to order improvements to a water supply that one inspector described as the worst he’d ever tested, according to Supervisor Chairman E. P. Luke?
It didn’t sound plausible. If the state Health Department can’t ensure clean public drinking water, then how can it fulfill its obligation to protect public health?
