In a letter to LeGarde dated December 15, Health Department engineer John Capito noted that 24 houses were hboked into the Rappahannock Lakes water system. “In accordance with the Waterwork Regulations, any water system which serves more than 15 connections is a public water supply; and as such, this subject water system would come under the jurisdiction of the State Health Department,” wrote Capito. “Accordingly, this office is processing an operation permit which will be issued in the name of Dr. James E. Williams who is the owner of this water system.”
