“They may have known law but they didn't know our accounting system as related to taxes. I went over to Winchester to the Internal Revenue and I got Daddy a three year back refund— about $1,300 which back in the 50's was a glob of money.
“My only real experience in taxes had been that I’ve just done them off and on for my family and friends and neighbors for nothing.
“I sort of grew up with the idea of taxes because my mother audited income tax returns for the Internal Revenue for six years. All my life there’s been a lot of discussion about taxes because that had been her job. It’s just been something that’s been an interest with me. I also took accounting from Ohio University.”

— Bailey: “The Code is rather explicit—obtain the necessary information from the tax payer for both local and state taxes.
“But there are powers involved in that job that are frightening. You have the power to go out and knock on' people’s doors and say’Well, just let me see what you have here.’ Nobody’s going to do those things, 1 don’t think, but the power is there, according to the Code of Virginia.”
