When to this number is added the representative of the various state agencies and the special interest blocs within the Assembly itself, it means that a small army of highly mobilized and self-interest oriented pressure groups are bearing down on each individual legislator.
That number will undoubtedly be even larger in the 1980 session.
The central question is basic. Can the lawmaker effectively serve the genuine best interests of the Commonwealth in such a pressure cooker? It takes a strongwilled individual to do so.
The solution to the problem is not simple, but for starters the law should recognize that a lobbyist is a lobbyist, whether he works for a commercial interest or the state. In either case he can bring pressures on the legislators which' directly affect the lives and pocketbooks of the citizens.
